Description:  MGI has an opportunity available for a Program Manager with prior experience at the Department of Homeland Security (DHS) to serve as Program Manager on the Program Management, Administrative, Clerical and Technical Services (PACTS II) contract.  This position will be located in the Washington, DC area.

The DHS focused IDIQ Manager performs a daily review of all task orders released under various IDIQ vehicles to develop, assess, and recommend strategies for applying company functional strengths and capabilities toward the pursuit of individual task orders.

Duties include, but are not limited to:

Serve as a Senior Program Manager on the PACTS II contract, oversee large scale professional service projects, and ensure that all contractual goals and obligations are met

Serve as the primary interface to the customer and provide leadership and direction to project personnel

Responsible for overall project performance and quality of deliverables

Provide day-to-day proposal development and management activities for all IDIQ contract opportunities, including management and oversight of:

Multiple and rapid task orders (bidding and managing project operations)

Multiple subcontractors and fluid task order teaming activities

Project budgets, schedules, milestones, deliverables, staffing, and final proposals

Collaborate with Business Unit leaders and SMEs to identify appropriateness of IDIQ task order pursuits as they relate to company core competencies.

Participate in routine business development activities and provide updates to business development team on IDIQ activities

Consistently review, monitor, and manage team awareness of task order activity

Develop teaming relationships, select teaming partners, and assess partner capabilities toward the pursuit of task orders under existing vehicles and for new IDIQ contract pursuits

Develops and maintains compliance matrix against RFP/TO requirements; ensures proposal structure complies with RFP/TO requirements

Coordinates all parties when a change in schedule is required and develops new work plan

Facilitates team reviews to produce quality and actionable feedback

Coordinates proposal production activities

Coordinates activities of operations organizations, including (but not limited to) Marketing, Contracts and Pricing

Develops and applies best practices and contributes to continuous improvement activities

Additional   preferred skills
 
Relationships and name recognition with key DHS HQ and component program offices and procurement officials (i.e. Office of Procurement   Operations)
 
Able to work effectively with dynamic, integrated task teams consisting of our staff, subcontractor staff, and Government customer representatives (procurement and program)
 
Able to conduct and deliver monthly project briefings to the Government customer, other Government organizations/agencies, potential business partners/teammates, and our management/staff
 
Sufficiently technically skilled to direct the activities of project staff and assist them with tasking issues. A technical background and real-world experience is necessary, particularly in DHS arenas.
 
Able to manage technical and administrative staff, including managing day-to-day tasking, providing assistance as needed or requested, and willing to address and be able to effectively handle issues/problems with  staff if they arise
 
Willing and able to assist in marketing potential customers and   developing new ideas, technologies, solutions, or applications in response to Task Order RFPs, and ad hoc customer requests
 
Possess excellent written and oral communication skills as well   as problem-solving skills and the ability to write well-defined and coherent white papers and proposals is necessary (ability to translate ideas into clearly, precisely, and correctly written form is required)
 
Continual contact and coordination with the corporate contracts group, subcontractors, and the Government customer to ensure that the work is   conducted in accordance with contract terms, within budget and schedule, and   in a manner acceptable to the customer and corporate management
 
Required Experience:

MUST be US Citizen and preferably a current DHS Suitability Clearance;   current and/or previous DHS component credentials preferred.

14 years total professional experience with 10 or more years of experience in managing large, task ordered contracts in DHS-related domains, managing project managers, subcontractors, technical and support personnel. 

Experience with U.S. Coast Guard, FEMA, Customs and Border Protection, TSA, Citizenship and Immigration a plus

Experience managing multiple concurrent project tasks, formulating plans and schedules, managing project funds, and communicating well with customer and staff personnel

Experience managing projects providing a variety of management consulting, engineering, and scientific consulting services

Existing DHS badge highly desired

Program Management Professional (PgMP) Certification or Management Professional (PMP) Certification preferred.

Education:  Master’s Degree or higher in business management or a related field preferred.  Bachelor’s degree required. Prior US Government contracting certification as contracting officer or contracting officer’s representative (COR) is desired.

Salary:  Negotiable depending upon experience and education levels.  BONUS STRUCTURE BASED ON PERCENTAGE OF PACTS II REVENUE.
