Individual Qualifications:

The following criteria establish individual qualifications of a Contract MLI:

1. Honorably separated from military service or currently serving in the Reserves or National Guard

2. For Dari, Pashto, Persian-Farsi and Urdu languages have a minimum of five (5) years United States active military experience. Other languages require a minimum of five (5) years experience using the target language in an enlisted military language specialty (i.e., 35M, 35P, IN3, CTI, 1A8, etc.).

3. Graduated from DLIFLC from the language class to which will be assigned as an instructor. This requirement may be waived at the discretion of the Government for Dari, Pashto, PersianFarsi and Urdu languages.

4. Possess a record of Defense Language Proficiency Test (DLPT) scores of 2+ in Listening Comprehension, 2+ in Reading Comprehension. Possess and maintain a score of 2 in Oral Proficiency Interview (OPI) conducted within 12 months either by DLI, American Council on the Teaching of Foreign Languages (ACTFL), or other Interagency Language Roundtable (ILR) equivalent. The DLPT portion of this requirement may be waived at the discretion of the Government for Dari, Pashto, Persian-Farsi and Urdu languages.

Successfully completed the DLIFLC Instructor Certification Course (ICC) or Instructor Recertification Course (IRC), NSA Adjunct Faculty Certification, or a military service instructor course. For any Contract MLIs who have not taken this coursework, upon contract award this course will be offered to Contract MLIs.

Earned at minimum an Associate of Arts Degree. This requirement may be waivered at the discretion of the Government for Dari, Pashto, Persian-Farsi and Urdu languages.

Work Description:

The Contract MLI provides subject matter expertise and experience related to language studies and augments the cadre of active duty military language instructors (MLIs). The Contract MLI shall conduct qualified instruction in language and military-related language subjects to DoD personnel and others who are attending resident basic language courses in DLIFLC. The courses are 26, 36, 48 or 64 week intensive courses (course length dependent on the course language). The Contract MLI conducts classroom, laboratory, local immersion, and specialized foreign language instruction for general proficiency and specific military-related language skills, such as translation, transcription, gisting, two-way interpretation, the use of multi-digit numbers in and out of context, and the application of area studies and culture. Students are required to meet the minimum proficiency skill levels of 2/2/1+ in reading, listening, and oral proficiency respectively as set forth by the Interagency Language Roundtable (http://www.govtilr.org) via the Defense Language Proficiency Test. The Contract MLI will use the core teaching materials provided by each school in DLIFLC. The Contract MLI shall prepare authentic and supplemental materials to support the core teaching material.

Perform a minimum of four (4) hours of daily foreign language instruction including a minimum of three hours of platform instruction and minimum of one hour of one-on-one or small group instructions, using a variety of teaching methods and resources to include, but not limited to: available technology, core textbooks and supplemental authentic materials, to meet immediate and long-term learning objectives. The Contract MLI will perform other Contract MLI related tasks and functions in the balance of time remaining in the work day. Contract MLI will be available to students during the students' regularly scheduled on-campus academic times (0745 – 1530 hours). Student evaluations must be completed on Government computers. Function as the Subject Matter Expert (SME) for Final Learning Objectives (FLO). Contract MLIs are uniquely qualified with tangible training and experience as military linguists who understand the challenges of using and applying language skills to military operations. Prepare, administer, grade, and provide summative and formative feedback on homework, quizzes, tests, and examinations as required. Enter and maintain academic data for assigned students on DLIFLC data repositories.

Student Evaluation

The Contract MLI will provide language evaluation as detailed below and provide feedback to students from all services on academic issues. The Contract MLI will evaluate students' academic performance, and provide feedback to school and military decision-makers as to students' potential for success in the field.

(a) Assess students' progress and, as necessary, diagnose and identify areas of difficulty, and provide appropriate recommendations, to include explanations from the perspective of an English-speaker and foreignlanguage learner.

(b) Prepare and/or assist in the preparation of DLI Form 864, Academic Assessment and Advisement, for assigned students and coordinate/communicate with service training units as required.

(c) Prepare detailed progress reports as to changes in students' academic status.

Peer Support

The Contract MLI shall serve as a professional resource to staff and faculty by sharing general knowledge and experience on DLI and school policies/procedures to military and civilian faculty and staff.

Administrative Duties

The Contract MLI will perform any required administrative tasks necessary in the accomplishment of his/her daily duties (e.g. Instructor Certification Course, graduation preparations, student counseling, student processing, meetings, and required training.
